Plans to save over £18m at Somerset CC could see £936,000 cut from youth and community services and the loss of 100 jobs.
Alongside proposed cuts, the local authority confirmed it would maintain a freeze on council tax for the fifth year in a row while continuing to spend more than £300m on local services.
Plans set to be decided on 19 February could see sheltered housing provision reduced by £500,000 over two years.
'We have to make tough choices, but we are the same as any careful household. We have a reduced income, increased bills, something has to give,' council leader, John Osman, said.
Proposals to restructure management and cut running costs at children's centres could deliver savings of £1.7m over two years and 30 more frontline staff.
Somerset has outlined plans to implement self-service in local libraries, saving £300,000 next year in conjunction with other strategies.
Removal of management costs for Areas of Outstanding Natural Beauty could also create savings of £40,000 at the southwestern local authority next year.
Cabinet member, Cllr David Huxtable, said: 'It is not something we want to do, but it is something we have to do - just as every council in the country is now doing.'
'I understand that people want their services to remain the same, but we face such financial challenges that we have to reduce or even stop some of what we do.'
