Liverpool City Council has further to go on its improvement journey but has ‘made significant and substantial’ progress, according to an Improvement and Assurance Board.
The improvement board concluded that it has ‘confidence’ in the council’s leadership structure and that decision-making was now subject to ‘clear, robust processes.’
The board, which included two independent advisors as well as councillors and senior officers at the council, was set up following the end in 2024 of a three-year statutory intervention.
In its final report, it said the council was ‘managing its finances effectively’ and was ‘making the difficult but necessary decisions’ to manage challenges.
It also found that staff confidence had grown, and that the workforce was ‘clear of the need to continue to improve services to residents and has shown great commitment to want to achieve this’.
The board concluded that while there was further to go, the council was now ‘able to manage its own continuous improvement.’
