Walsall Council has put forward proposals to close 15 of the 16 libraries in their area in a bid to save £2.9m per year.
The council needs to find an estimated £86m worth of savings by 2020 - on top of the £100m they have already found.
‘The council fully appreciates that the Art Gallery and libraries are much-loved by those that use them,’ a spokesperson said.
‘However, like many councils across the country this authority can’t ignore the fact that savings have to be made.
‘This is why we will be consulting with our public on all the budget options.’
The council stressed no final decisions would be made until after the consultation.
