Creating a Connected Council requires change to existing processes and IT systems that may at first appear daunting, time consuming and difficult to implement. For many local authorities embarking on their digitalisation programme, the obvious approach is to rework existing individual procedures.

This bottom up, piecemeal approach to digitalisation reinforces old working methods and practices and can lead to further fragmentation of services with the creation of new separate data silos.

Although a step in the right direction, creating new and separate digital systems to replace individual outmoded processes doesn’t address the inherent problem of creating a truly digital Council.

The Nesta Connected Councils report (March 2016) underlines a 2025 vision of councils that are lean, agile and data-driven with responsive, real-time and fully digitised back offices. Conservative estimates indicate average savings from council digitalisation programmes of up to 13% (of their total annual budget).

At Bluerock Solutions we advocate an overarching, top down approach which starts with a joined up platform that existing processes can join when they’re ready, rather than trying to find or create a system that will connect disparate systems after the event.

Budgie Single View Data Management, from Bluerock Solutions, makes the transition to a fully digital Connected Council simple, incremental and pain free, rewiring workflows and breaking down data silos into a fully integrated and streamlined back office. Budgie isn’t software or a single application it’s a flexible and extendable, ISO27001 compliant, Cloud platform with powerful financial reporting at its core. Interconnected workflow modules streamline back office processes, removing duplication, reducing error and improving efficiency.

Budgie's Cloud platform embraces a collaborative approach to development, allowing new workflow modules to be accessed by other users as soon as they’re available, within the same licence agreement. With Budgie you can start with just one department and add others quickly and simply without losing or having to recreate data. Separate spreadsheets and databases are no longer required thanks to Budgie's powerful project driven ledger system providing real-time reports in just a few clicks. All information is held centrally in one joined up system – saving hours, days or weeks of manual data collection.
